Can notable publications outweigh low GPA for PhD admissions?

In my own department, every application is initially read by 2 humans, who each rate it on a scale of 1-5 and note the points of interest. The high-scoring applications go on to further consideration at the next phase. So you would get a fair look.
In some other departments, however, the applications may initially be sorted by GRE and/or GPA. The applications toward the bottom of that list may not get a careful look.
